In the late 1980s, the Hong Kong government defined a brief for a reclamation project for the area that now includes the West Kowloon Cultural District. Rather than the conventional approach of reclaiming land, Tao Ho proposed a concrete spine anchored to the seabed, linking Yau Ma Tei with Tsim Sha Tsui. Atop the floating deck, Ho planned for future population growth by developing housing and commercial and leisure spaces that would adapt and expand both vertically and horizontally. The design proposes a visionary alternative to traditional urban planning that embraces social and economic requirements.
