Architects Team 3, led by principal designer Lim Chong Keat, completed Jurong Town Hall in south-western Singapore in the early 1970s. The office building was commissioned by the Jurong Town Corporation, a state-run company established to manage the development of the industrial town. A potent symbol of Singapore’s post-independence ambition for industrial modernisation, Jurong Town Hall was designated a national monument in 2015.
The design was the winning proposal in a competition. The building perches on a hill, clad in a grey-white Shanghai plaster and ceramic tile. In plan, two five-storey rectangular blocks with chamfered corners are joined by a skylit, naturally ventilated public concourse and a lecture hall. The concrete structure widens on its upper floors, creating shaded outdoor zones under the cantilevers. The building’s facade features vertical brise-soleil. A fifty-metre digital clock tower with a three-faced terminal rises up from the structure’s south side; Lim has explained that its periscope-like profile was a last-minute change before the competition deadline. Both efficient and visually striking, the building has frequently been compared to an aircraft carrier or a submarine moored in a verdant landscape.
